The Liberia Special Agro-Industrial Processing Zone (SAPZ) Project aims to propel Liberia’s agricultural sector toward industrialization, job creation, and sustainable economic growth. Based in Buchanan, Grand Bassa County, the project is aligned with the Government of Liberia’s development goals and backed by the African Development Bank (AfDB). The SAPZ will foster private sector investment in agro-industrial activities, enhancing value chains in key agricultural commodities and offering a pathway to rural development and poverty reduction. The SAPZ project embodies the vision of transforming Liberia’s agriculture sector from subsistence farming to a modern, competitive industry. By creating a conducive environment for private sector investment, it seeks to link farmers with processing facilities, reduce post-harvest losses, and move agricultural products up the value chain.

However, much of the sector is underdeveloped, with limited value addition and infrastructure challenges. The SAPZ aims to address these gaps by creating a centralized hub for agro-processing, where raw materials can be transformed into finished products for both local and international markets.

Job Creation and Skills Development
At full implementation, the SAPZ project is expected to create approximately 156,000 new jobs across the Agri hub and surrounding farm communities. Half of these jobs will be targeted toward women and youth, providing much-needed employment opportunities in rural areas. In addition to job creation, the project will focus on skills development by training 4,000 youth and women in agro-industrial and entrepreneurial skills. This will empower individuals to participate meaningfully in the value chains of key commodities like cassava, rice, cocoa, coffee, oil palm, and rubber.
